E. Repeal of laws

1. LAWS REPEALED BY SUBSEQUENT LAWS

a. Non-observance not excused by disuse, custom, or practice

Laws are repealed only by subsequent ones, and their violation or non-observance shall not be excused by disuse, or custom or practice to the contrary. (Article 7, Civil Code)

b. When laws are declared unconstitutional

When the courts declared a law to be inconsistent with the Constitution, the law shall be void and the Constitution shall govern.(Paragraph 2, Article 7, Ibid.)

2. ADMINISTRATIVE / EXECUTIVE ISSUANCES

Administrative or executive acts, orders and regulations shall be valid only when they are not contrary to the laws or the Constitution. (Paragraph 3, Article 7, Ibid.)
