9. Government lawyers and private practice

a. ABSOLUTELY PROHIBITED

The following are absolutely prohibited to practice law:

1) President, Vice-President, Cabinet Members, their Deputies and Assistants

2) Constitutional Commission Chairpersons and Members

3) Ombudsman and Deputies

4) Judicial Bar Council members

5) Solicitor General officials or employees

6) Government Prosecutors

7) Judges or other official or employee of the superior courts 

8) Governors, City/Municipal Mayors

9) Civil service officers/employees – whose duties and responsibilities require that their entire time be at the disposal of the Government

b. LIMITED PRACTICE

The following may practice law subject to obtaining an authority to practice:

1) Senators and House Representatives

2) Sanggunian Members

3) Retired Justices or Judges

4) Court Personnel

5) Civil Service Officers/Employees – whose duties and responsibilities do not require that their entire time be at the disposal of the Government
